Welcome to the AFAC Emergency Management Professionalisation Scheme (EMPS).

EMPS is the framework that recognises and assures emergency management capability in Australia and New Zealand. Since 2015, it has credentialled thousands of emergency management practitioners, benchmarking skills and experience against published professional standards.

EMPS is developed and maintained by AFAC, the Australian and New Zealand council for fire and emergency services.

Why join EMPS?

EMPS provides nationally recognised credentials that build professional credibility and establish a common benchmark of capability across jurisdictions. It supports workforce mobility and interoperability during cross-agency and cross-jurisdictional operations.

A range of new offerings and initiatives is being developed as part of the current EMPS 2026 Uplift Project that will:

  • Connect practitioners to a national professional community
  • Provide access to professional development opportunities, resources and events
  • Support peer mentoring, collaboration, and learning pathways that support ongoing growth and career development
